Regional arrangements, which encompass a wide range of international institutions, have been envisaged, despite certain criticisms, both under the League of Nations and the United Nations systems, in order to utilize their capacities in maintaining international peace and security. Accordingly, Chapter VIII of the UN Charter, while emphasizing the role of regional arrangements in preserving regional peace and security, imposes specific conditions and limitations on their involvement. This article examines the role of regional arrangements in international peace and security, focusing on the key prerequisites and constraints outlined in Chapter VIII of the Charter. These conditions include: 1. Adherence to the principles and purposes of the Charter, ensuring coordination between the UN and regional arrangements in peacekeeping; 2. Possession of mechanisms for dispute settlement, reflecting the correspondence between Chapters VI, VII, and Chapter VIII of the UN Charter; 3. Obtaining authorization from the Security Council for coercive measures, in light of the Council’s primary responsibility for maintaining international peace and security; 4. Reporting to the Security Council is a complementary requirement to the prior condition.
