Nuclear disarmament is considered a fundamental priority and objective for the international community, pursued within the broader framework of "international peace and security" since the organization's inception. The approaches adopted in this regard have evolved in accordance with international developments and political realities. According to the United Nations' nuclear disarmament capacities, the obligations stipulated in Article VI of the Treaty on the Non-Proliferation of Nuclear Weapons are regarded as a significant objective within the global community. However, with regard to the issue of terrorist crimes, the United Nations has not exhibited a marked superiority in terms of effectiveness when compared to other actors, as evidenced by the numerous resolutions and declarations on this matter that have been in existence for several decades. In essence, the realization and implementation of these arrangements is contingent upon the political determination of the involved states. The UN's response in this domain has been relatively prompt and has continued through several key mechanisms. Consequently, it is imperative for the international community, under the leadership of the United Nations, to strengthen nuclear disarmament and arms control mechanisms to formulate an effective response to terrorist crimes. This objective can be realized through the establishment of a global consensus.
