One of the most important avenues for understanding the behavior of states is the analysis of their opinions and votes in international organizations. China is Iran’s most significant trading partner, and examining its voting behavior in the United Nations Security Council allows for informed predictions regarding its responses to regional developments. In other words, a careful study of China’s voting patterns in the Security Council reveals both the changes and the evolution of its positions over time. This underscores the critical importance of understanding China’s voting framework in the Security Council. Accordingly, this article aims, first, to examine the transformation of China’s voting behavior in the Council and, using the theoretical assumptions of constructivist theory, to address the central question: Considering the evolution of China’s voting framework in the Security Council, what is the projected trajectory of its foreign policy? To answer this question, the study tests the hypothesis that changes in China’s voting behavior indicate an increase in its influence and the establishment of a network of Chinese allies within regional organizations. Moreover, China has sought to leverage its veto power to enhance its role as an emerging political power in international affairs, simultaneously achieving political-economic deterrence against disruptive U.S. measures and promoting Chinese norms through international organizations, thereby consolidating its presence in the global arena.
