This article examines the transformation of Turkey’s approach toward the Kurds in the context of its European Union accession process. Turkey’s Europeanization appears to have been a key factor in the gradual normalization of the Kurdish issue. This normalization involves several dimensions: the removal of the Kurdish issue from the security agenda, the redefinition of Turkish citizenship in a more inclusive manner for Kurds, the creation of new opportunities for groups advocating peaceful resolutions to the Kurdish conflict, and the progressive internalization of values such as human rights and multiculturalism. Drawing on the Europeanization literature, the authors analyze the EU’s engagement with the Kurdish issue in Turkey and assess the impact of the accession process on this gradual normalization through the EU’s mechanisms of conditionality, empowerment, constitutiveness, and desecuritization. The study further argues that the normalization of the Kurdish issue, combined with the EU’s diminishing role in recent years, has contributed to Turkey adopting a more assertive approach toward Kurdish separatist movements.
